The cuff increases blade area which increases power converted to thrust at high speed. once the tip gets draggy enough, due to shock induced separation, the thrust drops off with increased power. Since the engines now are producing more power than the props can handle at race speeds, the cuff provides a way of converting that excess power to thrust. This effect is more responsible for the higher speeds than any ram effect because delta V across the prop disk is very small at high speed.
